RCAHMS & Historic Scotland Transition Programme update - July 2014
The new public lead body for the sector Historic Environment Scotland (HES) is to be created by bringing together Historic Scotland and the Royal Commission on the Ancient and Historical Monuments of Scotland. The formation of HES has recently taken a significant step forward.
The Historic Environment Scotland Bill, which will establish the new organisation, was recently debated by the Scottish Parliament. Its general principles were agreed and the Bill can now proceed through further stages of Parliamentary scrutiny towards Royal Assent.
Scottish Ministers will shortly be looking to appoint a Chair and up to eleven Members to the HES Board: people from a range of backgrounds with the vision and skills required to help deliver the ambitious agenda for HES, as set out in Scotland's first strategy for the historic environment Our Place in Time. The Board will be able to familiarise themselves with the work of HES before it takes up its role in October 2015.
In addition to these constructive steps, the first meeting of the Strategic Historic Environment Forum
took place on 23rd June. The Forum will provide direction and oversight of implementation and delivery of the Strategy.
During the Parliamentary debate Fiona Hyslop also announced that grant funding for Scotland’s historic environment
should remain at the current level of around £14.5 million next year, and that Historic Scotland would maintain its overall grant budget at current levels of approximately £14.5 million in 2015/16.
Fiona Hyslop said: "This underlines the Scottish Government's commitment to protecting and preserving Scotland's incredible built heritage for future generations and to ensuring the historic environment continues to play an important role supporting local communities and the Scottish economy."Read the full debate
