Andrew joined Historic Scotland on a secondment from the Scottish Government in January 2012 as Director of Policy.

He brought with him some 20 years of experience in leading and supporting evidence-based policy making across a wide range of public policy areas, both as a senior policy-maker and social researcher.  

Most recently, he worked in the Safer Communities Directorate where he led a number of high profile policy reviews, including the Reform of the Fire and Rescue Services and also directed to successful conclusion the delivery of a number of safety critical ICT projects, eg Firelink.  

Prior to this, as the Head of Capital Delivery in the Environment and Rural Affairs Department, he supported Scottish Water to manage the delivery of its £2bn capital investment programme and led the development of an eight year successor programme.
